農耕實踐的永續轉型: 成大團隊與東山小農的經驗

摘要

本文以成功大學「人文創新與社會實踐計畫」在台南東山淺山地帶,即「大東原地區」農村所進行的社會實踐行動方案為案例,探討社群運作如何促進農耕實踐永續轉型。該方案預設農耕實踐的永續轉型需要重構與積累農人的生態、文化與社會資本,並主張透過集體的共同學習與實作,經營持續運作中的「實踐社群」(community of practice),來達到上述的目標。筆者作為實踐團隊的一員,借用 Bourdieu(1986)的場域(field)、慣習(habitus)等概念,爬梳方案的執行過程,以及對研究參與者的影響,來反思上述的行動假設。

本文指出,成大研究團隊所推動的「農友共學堂」與「果樹認養行動方案」,可以說為參與其中的農友建構起一個以環境友善與產消共好為主題的另類農業場域。然而,這個另類的農業場域,在耕作的知識技術成熟度,相關的物質與社會支援網絡的完整性,都仍然在建構當中,加上支持農作生產的生態體系重建需要相當的時間,因而農友在嘗試轉型的過程中,往往面臨主流慣習與另類思維作法之間的拉鋸戰。在行動策略上,本文指出透過有類似理念的農友頻繁地對話與互動,再加上認同環境友善、遠道而來的消費者實質與情義的雙重相挺,建構轉型中農民以環境友善為核心的「新好農人」認同,可以為農民在與生態環境建立新關係的磨合過程中爭取時間與耐性。同時,運用生態系統觀念的「輸入替代」轉型策略,例如微生物應用與生物防治,是讓關注生產的農民認識生態系統與農業之間關聯的有效窗口,有機會協助農民具體地理解並實踐生態化農耕。

成大團隊在沒有農業技術背景的情況下,以建構在地實踐社群平台的協力者角色進場,透過共學共作的社群運作模式,逐漸推進大東原地區有志朝向永續轉型農友的轉型進程。考量到未來成大團隊退場後,在地行動者包括:合作農友、在地既有農業相關組織與新興的創業平台,是否能夠承接此社群串聯與組織的角色,是為在地農業走向「自主調節」(self-regulation)的重要課題。

Abstract

This paper explores the question of whether the building of a “community of practice” can promote change to sustainable agricultural practices by examining an action research project involving a university research team and a group of farmers in the Dongshan District of Tainan City between 2014 and 2018. The project assumed that such a transformation required a specific mix of farmers’ ecological, cultural, and social capital, and that a collective and social learning approach could facilitate a cumulative process via the construction of a practice community. The author (a research team member) uses Bourdieu’s concepts of field and habitus to analyze how the project contributed to changes in agricultural practices reflecting the project’s action hypothesis. The article suggests that two action projects (the Farmer’s Co-learning School and Fruit Tree Adoption) represent alternative agricultural fields that emphasize environmentally friendly farming and reciprocity between producers and consumers. However, systematic and scientific knowledge supporting environmentally friendly farming practices that fit the needs of Taiwanese food producers and consumers are still in the development stage, and more time is needed to construct the necessary ecological environment and social network required to maintain sustainable farms and sufficient livelihoods for farmers. This paper argues that an alternative agricultural field can help farmers adhere to a sustainable transformation in two ways: (a) by constructing and maintaining an alternative “good farmers” identity based on “environmental friendliness” via dialogue among farmers and between farmers and consumers, and (b) by introducing soil microorganism cultivation and biological control techniques to help farmers understand and enact ecological farming practices. Project results indicate that the local farmer participants acquired ecological, cultural, and social capital for a transformation to sustainable farming. One remaining challenge is the self-organizing of local farmers in a manner that supports the ongoing operation and expansion of the practice community, resulting in the sustainable transformation of regional agriculture.
