Promoting a Local Air Quality IoT Monitoring Approach in Puli, Taiwan

摘要

2014 年埔里 PM2.5 日均值大於35μg/m3 的天數高達146 天,超標天數占全年天數的40%,反映埔里空氣品質的極度惡化。埔里民眾意識到問題的嚴重性,組成埔里 PM2.5 空污減量自救會,呼籲地方民眾關心空污問題,並提出希望了解住家周邊空氣品質的訴求。國立暨南國際大學人文創新與社會實踐研究中心將民眾訴求帶回校內,並由資訊管理學系戴榮賦教授提出解決方案:發展微型感測器物聯網,布建到街頭巷尾,藉此協助民眾掌握生活近處的空氣品質狀況,幫助民眾自我防護,進而了解小區域的空氣品質變化。

基於社區共好,埔里民眾積極參與微型感測器物聯網系統的發展與布建。在015 年埔里鎮領先全國,成為環保署指定的第一個空污品質物聯網示範區。本文除了實證此系統具有偵測周邊空氣品質的效能外,暨南大學人文創新與社會實踐中心、戴榮賦教授結合社區民眾的在地生活經驗,共同解讀系統上 PM2.5 數值變化,發現影響埔里鎮空氣品質的西側重要地理疆界─九份二山山脈。其次,本文觀察到微型感測器物聯網系統具有促動公民共同參與找尋空污問題的潛力,以及此系統需要地方民眾共同參與,方能發揮空污防制效用。

Abstract

In 2014, residents in the south Taiwan city of Puli endured 146 days in which the daily average PM2.5 particulate pollution value exceeded 35 μg/m3, indicating a significant deterioration in air quality. A group of citizens organized a Puli PM2.5 Air Pollution Reduction Self-help Group to make their demands known among neighborhoods and by government officials. The Shui Sha Lian Research Center for Humanities Innovation and Social Practice at National Chi Nan University (NCNU) acknowledged these appeals, and Information Management Associate Professor Rong-Fuh Day proposed the installation of PM2.5 microsensors along streets and lanes to gather air quality data. Puli citizens enthusiastically participated in the Internet of Things (IoT) system installment process, and in 2015 the township was designated by the Environmental Protection Administration as Taiwan’s first air quality IoT demonstration area. In addition to proving the capability of the system to measure air quality, the Shui Sha Lian Research Center and Professor Day succeeded in convincing local citizens to work on ways to reduce PM2.5 pollution. Together they identified an important air quality boundary: Chiufanershan, located on the city’s west side. The IoT system was shown to have strong potential to serve as a tool to be used by citizen groups working on air pollution problems and prevention programs.
