一、徵稿主題說明 Introduction 

在全球化與AI科技迅速發展重塑社會結構與交流方式的時代,社會實踐不再受限於單一地理空間或社會結構,而是透過跨界的行動與合作,形成動態的網絡。近年來,全球所面臨各項挑戰——從氣候變遷、環境危機、地緣政治衝突、自然社會災難衝擊,到科技發展所加劇的社會不平等——不斷促使地方社群尋求更具韌性的應對策略。在此過程中,如何跨越單一的國界、知識領域、社會階層與文化壁壘,讓社會實踐成為連結全球與地方、傳統與創新的橋樑,是許多地方社會及學術工作者最為關切的議題。

In an era where globalization and rapid AI advancements are reshaping social structures and communication methods, social practices are no longer confined to a single geographic space or social structure. Instead, they emerged through cross-disciplinary actions and collaborations, creating dynamic networks. In recent years, the world has faced a multitude of challenges—ranging from climate change, environmental crises, geopolitical conflicts, and natural and social disasters, to social inequalities exacerbated by technological advancements. These challenges have continuously driven local communities to seek more resilient strategies. Amid this process, a crucial question arises: how can we transcend national borders, disciplinary boundaries, social hierarchies, and cultural barriers to transform social practices into a bridge connecting the global with the local, tradition with innovation?

2025年第七屆新實踐國際研討會將首次移師日本高知大學舉行,象徵著大學在地方社會實踐所造就的影響力已經逐步從地方深化至區域,乃至全球層次。大學在地方社會的實踐,不只是學術研究的延伸,而是地方應對全球變遷的關鍵夥伴。從環境治理到災害應變、從文化保存到社會創新、從區域議題到全球永續目標行動,大學團隊與地方社群的協作正塑造新的地方發展模式,也讓跨國合作成為可能。

The 7th International Conference on New Praxis and Taiwan-Japan of Local Revitalization and Social Practice in 2025 will be held for the first time at Kochi University in Japan, symbolizing the growing influence of universities in local social practices, which has gradually expanded from the local level to the regional and even global levels. The role of universities in local social practices is not just an extension of academic research but a crucial partner in local responses to global challenges. From environmental governance to disaster response, from cultural preservation to social innovation, and from regional concerns to global sustainability initiatives, the collaborations between university teams and local communities are shaping new models of local development, transforming cross-national cooperation into tangible reality.

過去一年來,全球各地的地方社會面臨諸多挑戰。例如,2024年日本能登半島地震凸顯了地方社區的災後韌性與重建困境,歐洲能源危機對地方產業與社會經濟的穩定帶來重大衝擊,全球極端氣候災害頻發(如中國的洪水與美國的野火)、人口流動與地方人口減少加劇,使得地方創生面臨更大壓力。在此背景下,本研討會希望能夠搭建一個具備學術嚴謹性與行動實踐性的對話平台,讓臺日雙方的經驗能夠相互學習,並共同探索未來社會實踐的可能性。

Over the past year, local communities worldwide have faced numerous challenges. For instance, the 2024 Noto Peninsula earthquake in Japan highlighted the difficulties in post-disaster resilience and reconstruction for local communities, while the European energy crisis brought significant impacts on local industries and socio-economic stability. The increasing frequency of extreme climate disasters globally, such as floods in China and wildfires in the United States, coupled with intensified population movements and local demographic decline, has placed greater pressure on local revitalization efforts. Against this backdrop, this conference aims to establish a dialogue platform that integrates academic rigor with practical action, fostering mutual learning between Taiwan and Japan. By exchanging experiences, participants will collaboratively explore new possibilities for future social practices.

本次研討會特別關注「跨越」作為社會實踐的核心概念。我們邀請來自不同國家、不同學科背景的學者與實踐者,共同探索如何透過大學的社會實踐行動來打破知識與行動的藩籬,挑戰既有結構與規範,並為地方發展的動態進程建構一個更具包容性與韌性的社會。

This conference mainly focuses on "crossing" as the core concept of social practice. We invite scholars and practitioners from diverse countries and disciplines to explore how university-led social practices can transcend the boundaries between knowledge and action, challenge existing structures and norms, and contribute to the creation of a more inclusive and resilient society within the evolving landscape of local development.

    氣候變遷調適、地方生態治理、地方循環經濟、傳統文化資產的現代轉譯與復振、SDGs 在地方社會的實踐策略等。
    Climate Change Adaptation, Local ecological Governance, Local Circular Economy, Translation and Revitalization of Traditional Cultural Heritage, and the Implementation Strategies of SDGs in Local Communities.
     
  2. 民主治理與人權實踐 
    Democratic Governance and Human Rights Practices

    公民參與、地方議題審議對話、地方治理創新、人權議題在地方社會的實踐、數位治理與人工智慧公共化與地方社會發展等。
    Civic Participation, Deliberative Dialogues on Local Issues, Innovation in Local Governance, the Practice of Human Rights in Local Communities, Digital Governance and the Publicization of AI for Local Social Development.
     
  3. 地方防災韌性與風險治理實踐 
    Local Disaster Resilience and Risk Governance Practices

    極端氣候與自然災難的社會影響、社區防災體系、地方政府與非營利組織的協作治理、防災教育的創新實踐等。
    The Social Impacts of Extreme Weather Events or Natural Disaster, Community Disaster Prevention Systems, Collaborative Governance between Local Governments and Non-profit Organizations, and Innovative Practices in Disaster Prevention Education.
     
  4. 共享資源治理機制與地方觀光實踐 
    Shared Resource Governance Mechanisms and Local Tourism Practices

    社區共享經濟、地方觀光與文化創意產業、區域合作與資源共享機制、永續觀光政策與實踐、地方文化資源開發與地方創生等。

  3. 會議註冊費:20,000日圓 
    Conference Registration Fee: 20,000 JPY
    會議當天以「現金」繳交,並於現場給予報名費繳交證明,只要有參與9/4的會議「皆」須繳交此註冊費。
    To be paid in "cash" on the day of the conference, and a payment receipt will be provided on-site, anyone attending the meeting on 9/4 is required to pay this registration fee.
    如完成報名程序但未報到者,主辦單位將於會後追討註冊費並影響之後研討會的錄取資格,請謹慎評估自身行程安排後再行報名。
    If registration is completed but the participant does not attend, the organizers will pursue the registration fee after the event and it may affect eligibility for future conferences. Please carefully evaluate your schedule before completing the registration.

    Field trip workshop location: Akaoka, Konan City, Yasuda Town, Nakayama Region, Kochi Prefecture, Japan. And possible Naka-Tosa Town (Participants are responsible for their own travel expenses)

  • 評論方式:發表者互評為主 (主辦單位會提供Email給發表者寄送全文)
    Review Method: Peer review among session presenters (The organizers will provide the email addresses of the presenters for sending the full text).

  1. 所有投稿不分類型均必須投稿「英文摘要」,篇幅以400至500字左右為宜,內容必須包含研究現象、方法和發現。請下載不同種類的報名表(論文摘要報名表 https://reurl.cc/yRn5lM、海報摘要報名表 https://reurl.cc/3KN8mM、自組論壇報名表 https://reurl.cc/nmo63D,於填寫報名Google 表單時上傳於指定位置。
    All submissions, regardless of type, must include an "English abstract," with a length of approximately 400-500 words. The content must include the research phenomenon, methods, and findings. Please download the appropriate registration form for each type (Abstract Submission Form for Papers, Abstract Submission Form for Posters, Self-organized Forum Submission Form), and upload it to the designated location when completing the Google registration form.
     
  2. 此次投稿研究論文「不須」繳交全文給主辦單位,全文由各自發表者於截止日期之前提供PDF檔案給各自場次的參與評論的人,提供全文長度約6,000到15,000字之間(不含參考文獻、附錄)。內容除論文正文外,必須包含:標題、摘要、三個關鍵字、作者全名、所屬機關、電子郵件以及職位。
    For this submission, research papers are not required to be submitted to the organizers. Instead, each presenter will provide the full text in PDF format to the reviewers for their respective sessions before the deadline. The full text should be between 6,000 and 15,000 words (excluding references and appendices). In addition to the main body of the paper, the content must include: a title, abstract, three keywords, full names of authors, affiliations, email addresses, and positions.
     
  3. 投稿海報必須繳交符合海報發表規格檔案,海報檔案文字需使用「英文」,內容必須包含:標題、摘要、作者全名、所屬機關、電子郵件以及職位,「不用」繳交文章全文。
    For poster submissions, a file that meets the poster presentation specifications must be submitted. The text on the poster must be in English, and the content should include: the title, abstract, full names of authors, affiliations, email addresses, and positions. No full text of the article is required for poster submissions.

    All submissions must be made online. Please download the appropriate registration form for your submission type, complete it, and upload it to the designated location when filling out the Google registration form for the conference.
     
  3. 此次研討會不需要繳交全文給主辦單位,將由各自發表者於繳交期限之前繳交PDF檔案給各場次發表者用於評論。
    This conference does not require submission of full papers to the organizers. Presenters are asked to submit their PDF files to session reviewers for feedback before the submission deadline.
     
  4. 本次會議手冊將以「電子」為主,紙本少量印刷,內含發表者之論文摘要,投稿視同同意摘要的電子/紙本印製和公開。
    The conference handbook will primarily be available in digital format, with a limited number of printed copies. It will include the abstracts of the presenters' papers. By submitting your abstract, you consent to its electronic and/or print publication.
     
  5. 主辦單位保有最終修改、變更、活動解釋即取消本活動之權利,若有相關異動將會公告於網站,恕不另行通知。
    The organizers reserve the right to make final modifications, changes, and explanations of the event, or to cancel the event. Any relevant changes will be announced on the website, and no further notifications will be issued.
