摘要

社區願景淪為國家、資本家打造經濟繁榮的口號,卻鮮少納入社工系社區工作的主題,增強市井小民無權參與社區願景發展的劣勢。本文以「新莊願景」為主題,透過一學年行動研究,大三學生進入新北市新莊區,與弱勢兒少、孤老、視障者、新住民、市場攤販和廟街利害相關者一起發展居民觀點的社區願景,環繞於在地終老、兒少友善、行的無障礙、文化資產的保存。為擴大居民與組織的參與,舉辦願景分享會,更組織正式團體和攤商、運用podcast 或實體/線上服務與討論,回應不同年齡、身分、族群的需要,歸納社區工作介入在對象—議題—方法與技巧的連結,浮現「誰能代表新莊」的議題,反思社區工作模式存在的限制,助於主題式社區工作教學與研究的精進。

Abstract

While community visioning is often co-opted by the state and capital as a slogan to promote economic growth, university social work departments rarely incorporate the concept as a way to empower grassroots residents to shape community development. This paper draws on the year-long “Xinzhuang Vision” action research project. Third-year social work students collaborated with marginalized groups in Xinzhuang, New Taipei City— including disadvantaged youth, elderly people living alone, the visually impaired, new immigrants, and street vendors and other stakeholders living near temples—to co-create a vision rooted in residents’ lived experiences. Key themes included aging in place, child-friendly spaces, accessibility, and cultural preservation. Activities such as vision forums, podcasting,
and vendor organizing aimed to expand participation across identities. By exposing structural exclusions, the project raises the question: Who gets to represent Xinzhuang? It critiques conventional community practice models and argues for a more inclusive, thematic pedagogy in social work education and research.
